Winter is always just around the corner. Our Highway Department works diligently to ensure the roads are safe for travel, starting in the early hours of the morning. We know that people need to get to jobs, appointments or school, and do our very best to get to each road in a timely manor. Please understand that we have 142 lane miles of road to maintain and are working with a crew of 5. Safety takes time, and we appreciate your understanding.
Also, please be aware that The Town of Chesterfield has a local law, prohibiting vehicles from parking in the right-of-way during the winter months, especially during a storm. Please ensure that you don't park on the side of the street, predominately in the downtown area as it will hinder snow removal, and your vehicle will likely be towed, at your expense.
During and after significant snow storms, the Highway Department, in the course of plowing, receives phone calls regarding damage to mailboxes, either from snow plows directly or from the force of snow being thrown by the plows. If such damage is indeed caused by snow removal, please understand that it is not done intentionally but is an unfortunate consequence of snow removal.
The Town of Chesterfield has no obligation to replace mailboxes damaged as a result of damage during snow removal. That being said, we do our best to accommodate our constituents when possible. Depending on the type of road, being town road, county road or state road, the legal right of way varies, and it is in your best interest to know what the safe set backs for mailbox placement are, though most of the time, this is still in the highway right-of-way. There is no statutory or legal authority which grants a property owner or resident along a public highway any right to place a mailbox in a highway right-of-way.
If you have specific concerns regarding your mailbox type, or placement, questions can be directed to both the Highway Department and the United States Postal Service. If your mailbox is knocked down during the winter season we recommend the temporary use of a 4x4 wooden post and a metal mailbox cemented into a 5 gallon bucket., which will allow the mailbox to be moved if necessary by the resident, not the Highway Department.
